I send you herewith a copy of a letter (62349) which has been addressed by Mr. Ross at Hong Kong to the Ministry of Information.
As you probably know, the work of the Ministry of Information as regards foreign countries is being taken over in a curtailed and reduced form by the Foreign Office. This, however, would not touch a colonial possession such as Hong Kong.
Would you let me know your intentions as regards propaganda in such territory? In this particular instance, the problems of Hong Kong and Shanghai are so closely inter-related that it seems as if it would be rather a pity to cut them up into water-tight compartments.

(1) We should not object to propaganda work being carried on in the colonies in which Gore (or others) are active if it is worthwhile.
(2) Hong Kong is a peculiar case because its propaganda affects S. China generally and is part of the general machine for propaganda in China, and is in touch with Shanghai. On the assumption that (1) is correct, it is questionable why we should take any steps to dislocate this arrangement.
